CONSTITUTION

ARTICLE I - NAME
The name of the organization shall be the Lancaster County Association of Family and Consumer Sciences

ARTICLE II - PURPOSES
The purposes of this association shall be to provide a stimulating contact with outstanding personalities in all areas of family and consumer sciences, thus providing an opportunity to grow as individuals through the organization and to promote family and consumer sciences as a profession.

ARTICLE III - MEMBERSHIP
Section 1. Qualification for Membership
Any college graduate with a degree in family and consumer sciences or related area, active or retired, who is either employed in, or a resident of Lancaster County or surrounding area, upon payment of dues may become a member.

Section 2. Dues
Each active member of the association shall pay annual dues as provided by the bylaws.

ARTICLE IV - OFFICERS
The officers of the association shall be a President, Vice-President, Recording Secretary, Corresponding Secretary and Treasurer. They shall be elected by vote by members at an annual meeting of the Association and shall hold office for two years. A vacancy of any office shall be filled by a majority vote of the executive board.

ARTICLE V - COMMITTEES
Section 1. Executive Board
The officers of the association shall comprise the executive board.

Section 2. Committees
There shall be such standing and special committees as are found necessary to direct the various activities of the organization in the fulfillment of its purposes (such as a Sunshine Committee or Fund Raising Committee).

ARTICLE VI - MEETINGS
Meetings of the association shall be held at regular intervals as provided in the bylaws.

ARTICLE VII - AMENDMENTS
Section 1. Proposed Amendments
Proposed amendments to the Constitution may be presented in writing by any member of the Association at any regular meeting, provided a quorum is present. At the next regular meeting, a vote must be taken upon the proposed amendment, provided a quorum is present and by a two-thirds vote of the members present, the said amendment shall become part of the Constitution.

Section 2. Quorum
Any number of Association members assembled at a proper meeting constitutes a quorum.


BYLAWS

ARTICLE I - ELECTION OF OFFICERS
Section 1. Nominations
The Nominating Committee shall select at least one nominee for each office. At the February meeting of an election year, the Nominating Committee shall present its nominees for office. These offices shall be Vice-President, Recording Secretary, Corresponding Secretary, and Treasurer. At this time, other nominations for any office may be made from the floor by an active member. The vote shall be by attending members at the March meeting, each officer being elected separately. The Vice-President shall become President. The candidates for Vice-President, Recording Secretary, Corresponding Secretary and Treasurer receiving a majority of the votes shall be declared elected to their respective offices.

Section 2. Installation of Officers
In a nominating year before adjournment of the last regular meeting of the Association the current president shall install new officers who will enter upon their duties at that time. At the first meeting of the following year, the newly installed president shall present all standing committees, which shall serve during the ensuing year.

Section 3. Committee Chairmen
All standing committee chairmen shall submit plans for the ensuing year and report on committee updates at regular meetings as needed.

ARTICLE II - EXECUTIVE BOARD
The governing body of the Association shall be the Executive Board consisting of the President, Vice-President, Recording Secretary, Corresponding Secretary and Treasurer.

ARTICLE III - DUTIES OF OFFICERS
Section 1. President
The President shall preside at all meetings of the Association and the Executive Board. In consultation with the other officers the President shall appoint all standing committees and such special committees as deemed necessary. The President shall be an ex-officio member of each committee and oversee the membership committee, nominating committee, and publicity committee.

Section 2. Vice-President
It shall be the duty of the Vice-President to preside at meetings of the Association and the Executive Board in the absence of the President and to preside as chairperson of the yearbook/ website committee and program committee, send out program contracts, and oversee the hospitality committee.

Section 3. Recording Secretary
It shall be the duty of the Recording Secretary to record attendance, keep and record the minutes of each business meeting and perform such other duties as usually pertain to the office (i.e.: sunshine, fund raising, or thank you notes).

Section 4. Corresponding Secretary
It shall be the duty of the Corresponding Secretary to act as newsletter editor and chairperson of the newsletter committee and oversee the publicity committee.

Section 5. Treasurer
The Treasurer shall have charge of the funds of the Association. The Treasurer shall oversee the development of a budget by the Executive Board, shall collect all dues, pay all bills incurred by the Association and record and report all receipts and expenditures to the Association at its regular meetings. The Treasurer shall record membership and oversee the scholarshp committee.

Note: The Executive Board shall appoint an independent member to audit the Associations Annual Records on at least a biannual basis.

ARTICLE IV - COMMITTEES
Section 1. Standing Committees
The Standing Committees shall be Membership, Program, Publicity, Yearbook/website, Newsletter, Scholarship, Historical Records, Hospitality and Nominating (election years only).

Section 2. Committee Chairperson's Duties
The duties of the Committee Chairperson shall be to supervise members of the committee in carrying out their responsibilities as described in Section 3.

  1. Membership - The Membership Chairperson shall be appointed by the Executive Board and overseen by the President.
  2. Program - The Vice-President shall serve as Program Chairperson.
  3. Publicity - The Publicity Committee Chairperson shall be appointed by the Executive Board and overseen by the Corresponding Secretary.
  4. Yearbook / Website - The Vice-President shall serve as Yearbook Chairperson.
    The Website Administrator will be appointed by the Executive Board.
  5. Newsletter- The Corresponding Secretary shall serve as Newsletter Chairperson.
  6. Scholarship - The Scholarship Chairperson shall be appointed by the Executive Board and overseen by the Treasurer.
  7. Historical Records - The Historical Records Chairperson shall be appointed by the Executive Board and overseen by the President.
  8. Hospitality - The Hospitality Committee Chairperson shall be appointed by the Executive Board and overseen by the Vice-President.
  9. Nominating - The Nominating Chairperson shall be appointed by the Executive Board and overseen by the President.

Section 3. Committee Duties
The duties and responsibilities of the Standing Committees shall be as follows:

  1. Membership - The committee shall be responsible for promoting membership and greeting members at scheduled meetings.
  2. Program - The Executive Board shall be the Program Committee. The duties and responsibilities of the committee shall be to plan and arrange programs for each meeting.
    1. The Vice President shall send out program contracts.
    2. The Recording Secretary shall send out program thank-you notes.
    3. The Treasurer shall pay the speaker the night of the meeting.
  3. Publicity - The committee shall be responsible for contacting local newspapers and other media to publicize upcoming programs of the association. They shall collect clippings and photos to be given to the Historical Records Committee.
  4. Yearbook/Website - The committee shall be responsible for the planning and publication of the yearbook, and maintaining the Association website. The Website Administrator will collect information from the Executive and Yearbook Committees concerning Lancaster County teachers, members, programs, committee members, and other Association information then process that for the website as well as make adjustments to this information as needed throughout the year.
  5. Newsletter - The committee shall publish "The Grater News" for members of the Association.
  6. Scholarship - The committee shall be responsible for advising and recommending to the membership concerning the awarding of scholarships by the Association. The recipient must be accepted by an accredited school.
  7. Historical Records - The committee shall be responsible for the keeping of a written record of all publicity photos and clippings of the Association's activities.
  8. Hospitality - The committee shall be responsible for providing refreshments when needed and the chairperson shall provide reminders of those commitments.
  9. Nominating - Every two years the committee shall present a slate of nominees for the offices of Vice- President, Recording Secretary, Corresponding Secretary and Treasurer. Additional nominations can be made from the floor at the April meeting of an election year.

ARTICLE V - MEETINGS
Section 1. Regular Meetings
Regular meetings of the Association shall be held each year in the months of September through May as determined by the Executive Board.

Section 2. Program
The program may be presented before or after the business meeting. This decision shall be left to the discretion of the President.

Section 3. Nomination, Election and Installation of Officers

  1. At the January meeting of an election year, a nominating committee shall be appointed by the Executive Board.
  2. At the February meeting of an election year, nomination of officers for the ensuing term shall take place.
  3. At the March meeting of an election year, the election of officers for the ensuing term shall be held.
  4. At the last meeting of an election year, the installation of officers for the ensuing term shall take place.

Section 4. Executive Board and Special Meetings
Executive Board meeting and special meetings shall be called by the President whenever deemed necessary, or upon request of any two members of the Executive Board, due notice having been given.

ARTICLE VI - DUES
Section 1. Payment
Dues shall be paid before an applicant can become a member. Members shall pay dues no later than June 30. Members paying dues after that date will be included as membership updates in the newsletter and on the website and will incur a late fee due to the additional processing for the website and newsletter.

Section 2. Amount
Membership dues shall be designated yearly by the elected Executive Board.

ARTICLE VII - GUESTS
Guests are welcome at meetings. Persons eligible for membership may attend only one meeting per year as a guest before joining the Association.
